Employment and Skills Planning

An Employment and Skills Plan (ESP) is developed for each scheme delivered as part of the MHA+ Medium Schemes Framework (MSF). This forms part of the performance management processes integrated into scheme delivery, and sets out the anticipated training and learning outcomes the scheme will achieve. The data is also combined with other social value priorities, to evidence the local benefits each scheme has created.

An Employment and Skills Plan sets target benchmarks against 14 employment and skills areas, built into our planning and procurement processes.

These benchmarks remain valid. They were ratified by the National Construction Skills Academy Group, and developed and approved by the construction industry. We monitor the completion of ESPs as part of our framework performance monitoring, and provide summary ESP information for completed schemes.

MHA+ has incorporated the ESP into its processes, to provide performance information evidencing progress and achievement against the required employment and skills areas for Medium Schemes Framework (MSF) schemes.

MHA+ continues to embed the Construction Skills National Skills Academy for Construction (NSAfC) Client Based Approach (CBA) as part of its performance management. This approach to employment and skills management remains relevant, and our ESP strategy retains 14 employment and skills activity areas for completion. This information is captured through regular monitoring, and includes:

  • work experience placements, for people aged 16 and over
  • work experience placements, for people aged 14 to 16
  • construction curriculum support activities, individual engagement
  • graduates
  • apprentice starts
  • existing apprentices
  • apprentice completions
  • jobs created on construction projects
  • Specialist or National Vocational Qualification (S/NVQ) starts for subcontractors
  • S/NVQ completions for subcontractors
  • supervisor training for subcontractors
  • leadership and management training for subcontractors
  • advanced health and safety training for subcontractors

How to complete an Employment and Skills Plan

Read the original guidance and templates to help you complete an Employment and Skills Plan. Appendix A provides useful summaries of the targets and benchmarking.

MHA+ Medium Schemes Framework 4 (MSF4) follows this guidance, and requires the completion of an Employment and Skills Plan, summarising the targets, and any benchmark requirements, that the scheme will achieve.

You can map initial targets and their achievement using the MSF4 ESP template.

All MSF3 schemes used the MSF3 ESP template to map targets and their achievement. Most of these schemes have now been completed. We provide summary ESP monitoring and evaluation information on MSF3 schemes.
