MHA+ building social value priority measures

We incorporate social value principles into our MSF framework in a number of ways, including a requirement that each scheme assesses how it contributes to delivering social value. The Employment and Skills Plan (esp) has 14 targets which are selected, agreed and monitoring for all schemes over £1m and this plan is augmented by 14 MHA+ building social value priorities (bsv) tracking. The tracker targets / themes are compliant with both PPN 6/20 for PCR 2015 and PPN 002 for PA 2023. This consistency in MHA+ processes for defining social value is standardised; and provides a clear, systematic way for local authority members to be provided with data to evaluate/evidence how their procurement delivers value for money, economic growth and social value

MHA+ building social value priorities – was based on the Considerate Constructors Scheme (CCS) Building Social Value Assessment. We hoped to partner CCS, but developed MHA+ building social values (BSV) priorities; projects complete a spreadsheet – **available to download by MHA+ members on the secure MHA+ Information Sharing Platform (ISP) to capture additional social value outputs/achievements on MSF schemes.

Commissioners can use the esp and bsv metrics to report on how use of MHA+ frameworks enable them to evidence compliance with social value models as defined in both PPN 6/20 for PCR 2015 and PPN 002 for PA 2023.
