Learning Gateway
Learning Together
One of MHA+’s objectives is to embed partnering principles and construction best practice in everything we do. This includes supporting a virtual skills community and a collaborative approach to learning, training and development.
This collaboration lets us bring together a range of learning, training and development, including content provided by member authorities and framework contractors.
Learning, training and development opportunities are available to everyone working for members and suppliers, as well as supporting apprentices and graduates. Read the MHA+ learning, training and development policy (PDF, 199KB).
Our framework suppliers offer technical expertise and other content to help build your knowledge.
We work with the Institution of Civil Engineers (ICE), commissioning accredited events and content using ICE’s subject matter expertise, particularly on NEC4 contracts, which underpin both of our framework contracts.
ICE provides recorded lectures covering a wide range of civil engineering topics. Use the search bar to refine your results.
The Chartered Institution of Highways and Transportation (CIHT) provides a range of virtual learning through their CIHT Learn platform (for members). Use the search bar to refine your results.
In November 2023, ADEPT and Colas produced a document called “Employee Retention: Great Practice Guide”, which highlights good practice among local government, including examples from MHA+ membership. Download “Employee Retention: Great Practice Guide”. (PDF, 1.64MB)
Diversity and inclusion: some key facts and figures
The current situation in highways and transportation:
- in 71% of organisations, women make up fewer than one in ten board members
- men occupy more than 90% of management roles
- only 48% of corporate partners currently use flexible working to attract and retain talented employees
- minority ethnic people make up less than 10% of the workforce, against a national average of 14%
What are the benefits of taking action?
- a greater diversity of recruits from a wider talent pool
- greater diversity of people progressing through the organisation
- benefits to corporate reputation through publicity, benchmarking and awards
- benefits in creativity and innovation
- increased employee engagement
Routes to Diversity and Inclusion (PDF, 3MB) is the first toolkit of its kind for the highways and transportation sector. It provides a route map to success through diversity and inclusion.
The toolkit offers practical guidance, case studies and links to reliable sources of expert advice, to help employers recruit, retain and develop a more diverse workforce. This helps improve business performance and increases capacity across the industry.

Learning management system modules
Our Learning Management System (LMS) also offers virtual learning modules, including:
- Equality and Diversity: Getting It Right
- Equality, Diversity and Inclusion in the Workplace
- Equal Opportunities and the Law
- content to support personal development, such as collaborative working techniques, conflict resolution, confidentiality, building strong relationships and listening skills
